Hi Casey,

Personally I believe the housing commission properties should not affect the pricing of other properties in the area. I live in Richmond myself and don't see too much fluctuation regarding the rental aspect in Richmond.

Also people are only legible to apply for the housing commission if they are in some sort of hardship, and working class citizens can not apply to the housing commission which basically means the market prices will not be affected.

However the only reason I can think of that could effect the rental is that people might not want to live near the housing commission and might have a reduce the surrounding market rent due to some violence and drug abuse etc. by the housing commission tenants.

Tough question, Most people will have different opinions on this matter, hope my explanation can help. Cheers
