What's the best happy hour in the city?

Bing's in Madison Park has a terrific selection of half price appetizers and half price beers and wine.

So it's a bit out of the way, but I think the best is Roanoke Park Place Tavern in North Capitol Hill. They have amazing daily happy hour deals. On Wednesdays they do $1 Millers and $1 tacos! It's a super chill locals place with people of all ages, which paired with the low lighting and brick interior gives it a very British pub feel. Except all the American sports playing in the background.
