The road is congested, because of the employees from Mitcham, why is that allowed by council?

Ayr Ave, Torrens Park (and surrounding streets) is close to shopping facilities and public transport hence a higher than normal amount of congestion. Since the new shopping complex has been built I believe the congestion has reduced however it could be further improved perhaps by parking restrictions imposed by the local council with the exception of permits for local residents.
